- Predominantly soft, peaty upland water, coastal exposure across a very long shoreline, and heavy frost incidence inland.

Scotland has no academy trusts. Every council school estate is managed by its local authority, so condition works are planned through the council rather than through a trust estates team, and a multi-site programme means dealing with one authority rather than several.

Scotland opened its non-household water market in 2008, ahead of England. Schools buy from a licensed provider while Scottish Water remains the wholesaler, so a leakage allowance question goes to your licensed provider.

What this means for a survey in Scotland
The ground and water conditions above are the practical part. Hard water scales fittings and shortens the life of valves and mixers. Soft water is easier on scaling but less forgiving of some older metallic pipework. Shrinkable clay moves through a dry summer and pulls buried joints apart, and former coalfield ground settles differentially for decades after the workings closed.
None of that changes the sequence: measure at the meter, isolate to a branch, locate from the surface. It changes what we expect to find and where we look first.
